The Next Generation Project, a multiyear initiative of the American Assembly at Columbia University, aims to generate new ideas and fresh thinking about U.S. foreign policy in a post-September 11 world. Last February, IR/PS hosted a three-day meeting of the Next Generation Project: West Coast Assembly. Participants considered future global opportunities and threats faced by the U.S. and the world. Views that emerged from the West Coast meeting will be aired in a national assembly scheduled for June 2008.

U.S. FOREIGN POLICY AND
NEXT-GENERATION THINKING

The Graduate School of International Relations and Pacific Studies (IR/PS) is the only school in the nation with a focus on the Pacific Rim. Fiscal year 2006–2007 saw the launch of the Center on Pacific Economies (CPE) and the Pacific Leadership Fellows Program. IR/PS Dean Peter Cowhey developed the innovative leadership program with support from philanthropists Joan and Irwin Jacobs.

The Pacific Leadership Fellows program brings established and rising leaders to IR/PS to engage in dialogue, research, and teaching. While in residence, the fellows interact with relevant research institutions, regional business and civic leaders, and each other through an ongoing network. Fellows are drawn from those who shape policy and opinion in their own countries, government, the private sector, academia, and the nonprofit world.

Mentoring is a key element. The fellows meet with IR/PS and UCSD students informally and in the classroom setting. Each fellow also speaks at a public program and spends time interacting with the broader San Diego regional community, including appropriate business, government, and nonprofit leaders. Residence may range from two to ten weeks.

Closely related is the CPE, which explores why various countries in the Pacific region, from the Americas, and from Asia differ in their ability to maintain sustainable growth, financial stability, technological innovation, and economic equity. Through applied research and dialogue with government and business leaders, CPE provides a powerful resource for those making key policy choices. The center also supports research on collective action regarding issues of common concern such as innovation, the environment, and flows of trade and investment.
